Model 2: The Unified Republic
This model is the same as Republic Model 1 except that there are no State governments - all power is held by the central government except for some planning powers which are held by the Shires.
In this model the Governing Council would comprise members elected from time-to-time by a joint sitting of the upper and lower house with a 2/3 majority.
This model is unlikely to be supported in States more remote from Canberra such as WA, QLD and Tasmania.
